Qwest Makes One of Its Own COO

Tom Richards, who’s served as EVP of the business markets group for Qwest Communications International Inc. (Q) since 2005, has been promoted to COO. It’ll be a lucrative assignment. Richards’ base salary will total $700,000 – that doesn’t include bonuses or stock options.
